Phase 1 of the Lighthouse Lane Infrastructure Improvement Project is scheduled to begin the week of September 3rd, 2024, with an estimated completion time of mid-February 2025. This project is vital for repairing and improving the stormwater drainage system, as well as the roadway and leisure trail conditions along Lighthouse Lane.
Planned work will be conducted Monday-Friday from 7:00 AM to 7:00 PM, excluding major holidays. Weekend and overnight work may be necessary but will be communicated in advance.
Project work zones will include the below roadways:
- Lighthouse Lane from Lighthouse Road to Mizzenmast Lane.
Project Work along Lighthouse Lane will Include:
- Surveying and underground utility mark outs. Please do not remove any staking or utility markings.
- Stormwater drainage upgrades: Excavation and replacement of the stormwater drainage system including pipes and catch basins.
- Temporary steel plates will be installed to cover open excavations.
- Please be aware that construction noise will occur in the project zone throughout major construction activities.
- Well-pointing and dewatering operations (lowering groundwater levels to provide more stable working conditions). Overnight dewatering will be required utilizing pumping systems.
- Due to the nature of major infrastructure construction work, planned and unplanned water or utility outages in the work zone may occur. This includes possible water, sewer, internet, telephone and power interruptions.
- Roadway resurfacing, leisure trail, and sidewalk repairs.
- Pedestrian crosswalks and curbing installation in select areas.
- Roadway signage installation, tree work and minor landscaping.
Traffic Management:
- Heavy machinery and construction vehicles will be traveling to and from the project site.
- Single-lane road closures and flagging operations will be in place daily, weather permitting. Temporary full lane closures may be required at times.
- Motorists should expect traffic delays, traffic detours, and be prepared to share the road with bike riders and pedestrians.
- Sidewalks and leisure trails in the project area will be closed as needed. Pedestrians and bike riders should expect delays and be prepared to stop and follow detours.
- For safety, bike riders will be required to dismount and walk bikes around the active work zones.

- If you reside on Lighthouse Lane and have scheduled construction or significant deliveries (such as tractor trailers, moving trucks, appliance/furniture deliveries, etc.) planned during the project timeframe, please contact Sea Pines Security at 843.671.7170 for prior approval and traffic coordination.
Community Updates
10/2/24 – As of Monday, September 30th, our crews have resumed work on Lighthouse Road.
Project Zone: Lighthouse Lane from Lighthouse Road to Mizzenmast Lane.
- Major stormwater drainage work is in progress.
- Single-lane road closures continue to be in place. Motorists should expect traffic delays.
9/26/24 – Due to weather conditions, we have implemented precautionary measures to secure our infrastructure improvement construction sites. Once the storm has cleared and it is safe to proceed, our crews will resume work on Lighthouse Road.
9/24/24- Planned Water Outage Alert: Overnight Work to Occur Wednesday, September 25th
A scheduled water outage is planned for Wednesday night from 11:00 PM until 5:00 AM on Thursday morning. Sea Pines CSA’s contractors will be working to reroute a water line along Lighthouse Lane.
South Island Public Service District (SIPSD) has confirmed that this outage will impact the following areas:
- Harbour Town Clubhouse
- Harbour Town Pool & Sundeck Cafe
- Sea Pines Racquet Club
- The Inn & Club at Harbour Town
Please note that other homes in the project area may also experience interruptions.

• Please note, due to the nature of major infrastructure improvement work, planned and unplanned water and or utility outages in the work zone may occur.
• Well-pointing dewatering operations, water pumping (lowering groundwater levels to provide more stable working conditions) will be in place daily.
9/4/24- Planned Water Outage Alert for the Harbour Town Clubhouse: Overnight Work to Occur Thursday, September 5th
A scheduled water outage is planned for Thursday night from 11:00 PM until 7:00 AM on Friday morning. Sea Pines CSA’s contractors will be working to reroute a water line along Lighthouse Lane.

8/22/24 –
Roadway demolition and stormwater drainage work to begin on Lighthouse Lane Tuesday, September 3rd, weather permitting.
• Please note, due to the nature of major infrastructure improvement work, planned and unplanned water and or utility outages in the work zone may occur.
• Well-pointing dewatering operations, water pumping (lowering groundwater levels to provide more stable working conditions) will be in place daily.
The Sidewalks on Lighthouse Lane to be closed as of Tuesday, September 3rd for demolition and construction work.
Traffic Management:
• Heavy construction equipment and vehicles will be traveling to and from the project site.
• Single-lane road closures and flagging operations will be in place daily, weather permitting. Temporary full lane closures may be required at times. Follow directives from traffic control personnel.
• Motorists should expect traffic delays, traffic detours, be prepared to stop and share the road with bike riders and pedestrians in the project work zones.
• Follow posted speed limits, travel with caution, construction personnel will be in the roadway
• Sidewalks and leisure trails in the project areas will be closed as needed. Pedestrians and bike riders should expect delays and be prepared to stop and follow detours.
• For safety, bike riders will be required to dismount and walk bikes around the active work zones. Keep a safe distance from construction equipment.
8/15/24 – Survey work and underground utility mark-outs will begin the week of August 19th along Lighthouse Lane. Please do not remove any flags, ribbons, stakes, or markings.
