Greenwood Drive Roadway Reconstruction Project Information- Fall 2018
Phase Two Update 

Novemeber 9, 2018

Infrastructure repairs and improvements along Greenwood Drive from Governors Road to Plantation Drive have been deferred to a future date.
This phase will include:
  • Drainage and road improvements
  • Stabilizing the road bed
  • Reconstructing a portion of the leisure trail
  • Installing new pedestrian and vehicular guardrails
  • Installing a historic rice trunk
Greenwood Drive Re-Opens to Two-Way Traffic
November 3, 2018
Sea Pines CSA is pleased to announce that Greenwood Drive is officially reopen to two-way traffic, as of 2:30 PM on Saturday, November 3.
On September 24, Sea Pines CSA began major road reconstruction along the one mile of roadway on Greenwood Drive from Club Course Drive to Governors Road.
The project included: curb removal, replacement of drainage pipes and catch basins, the addition of new drainage pipes to improve storm water efficiency, stabilization of the road base, and reconfiguration of the roadway layout to improve safety.
The phase one detour which re-routed traffic through Governors Road is no longer in effect. Additionally, the leisure trail restriction, Construction and Delivery Restriction and the Commercial Traffic Restrictions in place due to the road closure have been lifted as of the re-opening of the roadway.
Construction activities will continue along the roadway and some leisure trails within the phase one project zone into January of 2019. Sea Pines property owners, guest and visitors may experience temporary flagging operations, traffic cones and delineators placed along the roadway, crews and equipment working along the roadway and temporary lane closures during these remaining construction activities.
Remaining work to occur on the shoulder of the roadway/ leisure trails includes:
  • Additional construction work
  • Permanent line striping
  • Raised roadway reflector installation
  • Sign installation
  • Stamping crosswalk connecting the leisure trail from Lot 3 to the Forest Preserve parking lot
  • Additional roadside soil grading
  • Turf and Irrigation installation
  • Mulch and pine-straw application
  • Landscaping
  • Power washing at the gates
Continued Closures as of 11/3/18 at 2:30 PM:
  • All debris drop-offs that would be been made to the Debris Recycling Facility located in the Sea Pines Forest Preserve off of Greenwood Drive, will continue to occur at Lot 8 located at the corner of Greenwood Drive at Willow Oak Road West until further notice.
  • The Forest Preserve Parking Lot located off of Greenwood Drive remains closed at this time to facilitate paving operations at the entrance of the lot. To access the Sea Pines Forest Preserve via car, please follow the directions below:
  • From North Sea Pines Drive: Take North Sea Pines Drive to Lawton Road, continue onto Lawton Canal Road. From Lawton Canal Road turn right onto Fish Island Trail and then proceed into the Sea Pines Forest Preserve.
  • Trolley Lots 1 and 2- located along Greenwood Drive are part of the continued active work zone and should be avoided.

Please read this important update from Sea Pines CSA regarding the planned road reconstruction of Greenwood Drive from Club Course to Plantation Drive

As you may be aware, select roadways in Sea Pines are set to undergo major roadway infrastructure repairs and improvements in 2018 and beyond, this work will improve the aesthetics and the safety of these roadways.

Beginning Monday, September 24, 2018, at 7:00 AM, Sea Pines CSA will begin Major Road Reconstruction along Greenwood Drive from Club Course Drive to Plantation Drive, this project will be handled in two phases and we expect to complete the entire project in approximately 7-10 weeks total, weather permitting.

Greenwood Drive Current Status:

  • The roadway is in need of infrastructure repairs and reconstruction
  • The usage life of this roadway has exceeded the initial design life
  • The existing pavement is considered in fair to poor condition
  • Inadequate site drainage

Project Goals:

  • Rebuild 1.5 miles of Greenwood Drive from Club Course Drive to Plantation Drive
  • Stabilize and reinforce roadway to extend road life
  • Remove curbing holding water on the roadway
  • Improve traffic flow and safety
  • Improve and increase drainage efficiency

PROJECT TIMELINE:

PHASE 1 TRAFFIC MANAGEMENT PLAN

  • Phase 1: Approximately 3-4 weeks; Begins September 24, 2018
  • Full closure of Greenwood Drive from Governors Road to Club Course Drive
  • Traffic will enter and exit through the Greenwood Gate and will be detoured through Governors Road and directed back onto Greenwood Drive at the intersection of Governors Road and Greenwood Drive
  • Local traffic only for access to Carolina Place (Shell Ring Rd.) entering through Governors Road
  • Tri-axle commercial vehicles will be directed to the Ocean Gate
  • Signage will be placed throughout the work zone and at various locations both outside and inside the community to communicate project messages

PHASE 1 LEISURE TRAIL MANAGEMENT PLAN

  • Leisure trail usage will be restricted in the Club Course area during phase one of this project
  • Pedestrians and bicyclist are asked to avoid the closed pathways
  • Signage will be posted notifying leisure trail users of these closures, detour locations, and alternative routes
  • Pedestrians and bicyclists should utilize the alternate leisure trail routes provided as shown in the leisure trail detour map
  • Please use caution and follow all directed signage when using the leisure trails during this project

Phase 1 Additional Information- Effective September 24, 2018, through Phase 1 completion

Traffic Management

  • Signage will be placed throughout the work zone and at various locations both outside and inside the community to communicate project messages.
  • Motorists should expect traffic delays. The project area is considered an active work zone, please use caution while in driving in this area.
  • Flagmen will be present during the project. No work shall take place on observed holidays.
  • Please observe and obey all traffic management signage and devices.

Commercial Traffic Restriction:

  • During phase 1- All tri-axle vehicles must use the Ocean Gate located off of Cordillo Parkway for entering and exiting the Sea Pines community. Any tri-axle vehicle attempting to enter into Sea Pines via the Greenwood Gate will be stopped at Office Park Road and directed to enter the community via the Ocean Gate, located off of Cordillo Parkway

Construction and Delivery Restriction in Club Course Area:

  • Due to temporary traffic diversion into the Club Course area, construction and delivery restrictions have been implemented during phase one only. If you reside in this location and have planned construction or a delivery occurring during the project period you are asked to contact Sea Pines Security at 843.671.7170 for advanced approval.

Debris Recycling Facility Drop Off Located at Lot 8 during Phase 1:  

  • All debris drop-offs that would be been made to the Debris Recycling Facility located in the Sea Pines Forest Preserve off of Greenwood Drive, will occur at Lot 8 located at the corner of Greenwood Drive at Willow Oak Road West during the project period.

Trolley Lots on Greenwood Drive

  • Trolley Lots located along Greenwood Drive are a part of the active work zone and should be avoided.

Forest Preserve Parking Lot off of Greenwood Drive

  • This parking area will be closed during phase one of the project. To access the Sea Pines Forest Preserve via car, please follow the directions below:
    • From North Sea Pines Drive: Take North Sea Pines Drive to Lawton Road, continue onto Lawton Canal Road. From Lawton Canal Road turn right onto Fish Island Trail and then proceed into the Sea Pines Forest Preserve.

PHASE 2 OF THE GREENWOOD DRIVE RECONSTRUCTION PROJECT

After the completion of phase 1, we intend to begin phase 2. Phase 2 of the project is expected to last 2-3 weeks, weather permitting and will address the area between Governors Road and Plantation Drive. In this phase, we will be performing the majority of the work at night and during those times we will employ alternating single lane closures, (similar to last year’s Plantation Drive project), on the portion of Greenwood Drive from Governors Road to Plantation Drive.

  • Greenwood Dr. will be open during this phase.
  • In the project area, between Governors Road and Plantation Drive, we will alternate lanes of travel to accomplish the road work.
  • Signage will be placed throughout the work zone and at various locations both outside and inside the community to communicate project messages.

PHASE 2 LEISURE TRAIL MANAGEMENT PLAN (Click here to view phase 2 leisure trail management plan map) 

  • Leisure trail usage will be restricted in the Club Course area during phase one of this project.
  • Pedestrians and bicyclists are asked to avoid the closed pathways during this time.
