It is hereby acknowledged that purchasing Commercial Decals is a privilege, allowing access to Sea Pines under the rules and regulations provided below as well as any other regulations established as necessary, by CSA, from time to time.
It is further acknowledged that violations of Sea Pines rules and covenants may result in revocation of decal privileges up to a period of one year as well as application of any other remedies available to CSA, at law. All in accordance with the following:
- Drivers of all vehicles operating or parked in Sea Pines must do so in compliance with applicable South Carolina law. Vehicles must be parked so as to permit the free passage of emergency vehicles. Vehicles may not be parked overnight on any road. Commercial vehicles working at sites where the road has solid yellow lines, medians or double yellow lines must park in the driveway of the site or at another location where such lines or medians do not exist. No vehicle shall be parked so as to impede access to driveways or mailboxes, or so as to impede access to or visibility of leisure trails. Vehicles at construction sites may park on the shoulder/easement within the confines of the property only. Beach parking is prohibited on all roads.
- Hours for work in Sea Pines are Monday through Saturday, 7:00 a.m. to 7:00 p.m., or at other times with the approval of the Director of Safety & Security. No work will be performed on Sundays and the following Holidays: Thanksgiving Day, Christmas Eve, Christmas Day, New Year’s Day, Easter, Memorial Day, Fourth of July and Labor Day. This restriction does not apply to pool companies, housekeeping companies and deliveries to commercial entities.
- Signs (e.g., real estate, political, or disparaging signs) are not permitted to be placed on any residential lot; exceptions are those approved by the ARB (e.g., house numbers, contractor signs, ARB notices, and building permits).
- Commercial vehicles are prohibited from displaying any type of political signage, including flags.
- Any music played by workers should not be audible beyond the specific work site or vehicle.
- Use of handheld cell phones for speaking or texting while driving is prohibited within Sea Pines.
- Unless expressly approved by the Sea Pines Architectural Review Board, each construction site is required to have a dumpster. Dumpsters must be emptied when full. Trash cans and recycling bins must be kept in the service yard from which commercial trash vendors will remove trash.
- Costs incurred by the removal of trash and materials dropped on roadways and any resulting damages will be charged to the Contractor responsible for the decal.
- Unless expressly approved by CSA, Contractors’ vehicles, including trailers of all types, may not remain outside a structure in Sea Pines overnight.
- No motorcycles/motorized scooters of any kind are permitted to be operated in Sea Pines.
- Commercial landscapers must transport debris to the Recycling Debris Facility located off Greenwood Drive (1 Pit Road). Commercial landscapers caught not adhering to this rule will have their dumping privilege’s suspended or revoked at the Recycling Debris Facility. Commercial tree companies do NOT have privileges to dump at this facility. Roadside pickup of organic landscape debris (plants, leaves, grass clippings, small limbs under 6”, palm fronds) is for property owners only.
- No tree removal, roof replacement, painting, porch enclosures, fences, driveways or landscaping around new homes, pools, or additions may be undertaken without a Sea Pines Architectural Review Board Permit. ARB-approved roadside posts are available for use by property owners adjacent to home construction sites to prevent contractors from parking or driving on their properties. For aesthetic reasons, these posts are the only materials that may be used for this purpose. When requested from adjacent property owners, installation and costs shall be the burden of the construction contractor.
- Entering Sea Pines in a vehicle with a Commercial Decal for purposes not job-related is prohibited. For persons in a vehicle holding a Commercial Decal, fishing, shrimping, crabbing, use of sports amenities, and use of the Beach facilities are prohibited.
- Any anticipated (planned or unplanned) impact, encroachment on, use of temporary storage/parking or site access on any open space, roadside, residential property, beach walk or beach trust property, requires CSA approval.
- All employees operating a vehicle with a commercial decal must have a current driver’s license.
- All vehicles must have a current registration card and insurance.
- Vehicles with an affixed Commercial Decal are required to use the Pass Holders Lane upon entry, unless informed otherwise by the Security Gate Officer.
- The Commercial Decal is not valid within restricted areas during the PGA Heritage Tournament. Requests to enter restricted areas during this event must be made to the CSA Office.
- Property Owners are NOT permitted to reserve a guest pass for a contractor. If a contractor is found to have entered the property with a guest pass to conduct business on the property, it will be recommended that his/her privileges are REVOKED from doing business within the community.
- Decal(s) shall not be transferred from one vehicle to another or from one person to another. All decals shall be removed from the vehicle’s windshield prior to any windshield replacements, transfer or sale of the vehicle and the seller or transferor shall notify Sea Pines Security Administration of the change in ownership of the vehicle and return the decal to the Security Administration Office.
- Only decals that are physically returned to the CSA Office may be replaced. A replacement fee will be required. Decals are not to be reused once removed from the vehicle registered with CSA.
- Vehicle decals must be permanently affixed to the outside of the vehicle windshield in a manner that does not obstruct the drivers view. Unless prohibited by law or where decals may be obstructive to Original Equipment Manufacturer (OEM) accessories (i.e., headlight activation switches), the decals should be affixed to the middle of the vehicle’s windshield, directly above the rearview mirror. If this location is not an option due to circumstances previously described, or where another mandatory decal (i.e., state required decal etc.) may prevent such placement, the decal should be affixed to a location on the windshield along the driver’s side of the vehicle and where it is not obstructive to the drivers view.
CSA Security may suspend or revoke any decal(s) due to the failure of the person issued the decal(s) to honor or abide by Sea Pines policies, procedures, rules or regulations
