What and Why is CSA?
The Bankruptcy Trustee demanded that the Common Properties be owned by all the property owners, Class "A" and "B" residential and commercial. ASPPPO represents only those who pay dues to ASPPPO, thus it was necessary to set up a "not-for-profit" trust owned by all the property owners who receive the Common Properties. As a result, CSA or Community Services Associates was born.

What are the basic functions of CSA and ASPPPO?
CSA must set up the Common Properties budget, manage the CSA operating account and see to it, by means of their committees, that the Common Properties are properly managed. ASPPPO is charged by the '74 Covenants to be the guardian for the property owners of all the covenants.

The Common Properties consist of the roads, parking, open spaces, lagoons, leisure trails, drainage systems, beach trust property, beach walkways, utility easements and the Security Maintenance in the Plantation.

Who owns the Common Properties?
You, each and every one of the property owners in Sea Pines. Included are commercial landowners such as Sea Pines Shopping Center; sports and commercial amenity owners, such as Sea Pines Resort and Class "A" & "B" residential property owners.

Who pays for the upkeep of the Common Properties?
Every one of you who pays an individual or commercial annual assessment. These assessments, plus gate and decal fees are deposited into the CSA operating account.

Who manages the Common Properties?
CSA manages the Common Properties using property owner assessment monies paid into the CSA operating account. A Maintenance Director oversees the daily operations of the Maintenance crews. The Director of Maintenance works with a Maintenance Committee on Special Projects such as: road re-pavings, bike trail re-surfacing, and other types of major expenditures. The CSA Board of Directors makes the final decision on these type of large expenditures.

What is the Sea Pines Forest Preserve and Museum Foundation?
The Foundation is a nonprofit organization, established to assume ownership of the Wildlife Habitat Zone of the Sea Pines Forest Preserve back in 1993. The Museum and Forest Preserve Foundation has received additional donations of land over the years, including two vacant lots in Sea Pines, and the Beach Trust Property. The former Sea Pines Beach and Conservancy Fund was placed with the Foundation so that those monies are available to the beach and dune restoration in the event of a storm. Each year, the Foundation requests a small donation from all property owners. These donations have been invaluable and have provided interpretive signage, stocking Lake Joe with fish and planting the wildflower field.

I'm having a large party in my home. Do I need to obtain guest Passes for each non-Sea Pines attendee, and if not, can either gate be utilized?
For events with six or fewer people, please call in guest passes for each person. For events with more than six attendees, fax (843-671-7172) or drop off a list of all attendees along with your address and date and times of event to the Security Dispatcher at least twenty-four hours prior to the event. After approval, this list will be disseminated to both gates.

If I ever need emergency repair work done in my home in the evening, how do I obtain gate access to the contractor if it is after 7:00 p.m.?
Once the property owner has contacted the contractor, call the Security Dispatcher to advise the nature, time and location of the emergency. The gates will then be advised to grant access to the contractor (note the contractor must have a current Sea Pines Commercial Decal.

Why doesn't a person renting a house, timeshare or villa have to purchase a gate pass just like anyone else using a commercial rental facility?
The owner, company or organization that manages properties such as these must pay an annual fee to CSA. The payment of this annual fee grants access to each of their renters.

How many different decals must a security officer recognize in any given day?
The Sea Pines Security Gate Officers must be able to recognize 32 different types of decals, passes and clearances. Each has its own particular limitations.

Must security officers give directions to "guests" at the gates, particularly when traffic is significantly backed up?
The Gate Officers always try to balance expedience with hospitality. At times 30 seconds can seem like 30 minutes. If it appears that a guest may require more than a few moments of direction, the officer may have them pull over to allow for the venting of traffic.

In the summer I enjoy visiting Harbour Town but I am unable to find parking in the main parking lots because of all the tourists. Is there a special place I can rely on for parking? How else do you recommend that my family make its way to Harbour Town?
If you have guests or relatives that are visiting, please suggest they use the fast and friendly Sea Pines Trolley. This free service is open to everyone who is staying in Sea Pines. You may pick up the trolley at the main lot near the Greenwood Gate or at the Sea Pines Center. Service runs approximately from Memorial Day thru Labor Day 11:00 am to 12:00 am.

Who are the Directors of CSA?
There are 17 Directors of CSA. The Directors are divided into Class "A" and Class "B" Directors. There are 9 Class "A" Directors elected by residential Class "A" and Class "B" property owners annually (3 are elected each year for a 3-year term). There are 4 Class "B" Directors appointed by Sea Pines Associates and 4 Commercial Directors elected by commercial property owners.
