KEY MESSAGES:
- To protect yourself and others from COVID-19, visitors are encouraged to wear a face-covering while inside any Sea Pines CSA Building. CDC continues to recommend that you wear the most protective mask you can, that fits well and that you will wear consistently. Learn about the types of masks.
- The group event size at the Tower Beach Pavillion remains limited to 56 people.
- The group event size at the Community Center remains limited to 66 people.
- Sea Pines Trolley Service & Beach Shuttle Enhanced Safety Protocols:
- Request to riders: Please be advised, close contact amongst passengers is expected. Passengers ride at their own risk. If you feel sick, have a fever, cough or other symptoms, please stay home and do not ride the trolley. Wash your hands frequently and avoid touching your face.
- Personal Protection Equipment is required: TSA has extended the face mask requirement for all transportation networks, including public transportation, through March 18, 2022. All passengers and trolley drivers will be required to wear face coverings when aboard the trolley. Refusal to wear a face covering or acting in an unsafe manner will result in denial of entry or expulsion from this service.
- Stay home when you are sick, except to get medical care. If you’re concerned about your health or are showing symptoms such as fever, cough or shortness of breath, new loss of taste and/or smell, or other symptoms of COIVD-19 please contact your healthcare provider.
- To help prevent sickness, wash your hands often, avoid contact with sick people, stay home when you are sick, clean and disinfect frequently touched objects and surfaces, cover coughs and sneezes with a tissue or sleeve, wear a cloth face covering when out in public, avoid touching eyes, nose, or mouth with unwashed hands.

COLUMBIA, S.C. – Governor Henry McMaster and the South Carolina Department of Health and Environmental Control (DHEC) announced today that South Carolina will advance to Phase 1b of the state’s COVID-19 vaccination plan beginning Monday, March 8.
Beginning March 8, appointments to get the COVID-19 vaccine can be made by people in the following groups:
- Anyone aged 55 and up
- People with increased risk for severe COVID-19 disease
- People aged 16-64 with one or more of the following high-risk medical conditions:
- Cancer (current, not a history of cancer), chronic kidney disease (any stage), chronic lung disease, diabetes (Type 1 and Type 2), Down syndrome, heart disease (congestive heart disease, coronary artery disease, cardiomyopathy, pulmonary hypertension), HIV/AIDS, solid organ transplant, obesity (BMI >30), pregnancy, sickle cell disease.
- People who have a developmental or other severe high-risk disability that makes developing severe life-threatening illness or death from COVID-19 infection more likely
- People aged 16-64 with one or more of the following high-risk medical conditions:
- Frontline workers with increased occupational risk
Frontline workers with increased occupational risk are people who:- Must be in-person at their place of work, and
- Perform a job that puts them at increased risk of exposure due to their frequent, close (less than 6 feet) and ongoing (more than 15 minutes) contact with others in the work environment

COLUMBIA, S.C. – Governor Henry McMaster today announced that COVID-19 safety measures related to the sale of alcohol and mass gatherings will be terminated effective Monday, March 1, 2021. Restaurants may resume normal alcohol sales as licensed by the South Carolina Department of Revenue. Additionally, South Carolina Department of Commerce approval for events involving more than 250 people will no longer be required.

COLUMBIA, S.C. – Governor Henry McMaster and the South Carolina Department of Health and Environmental Control (DHEC) today announced that beginning Monday, February 8, any South Carolina resident aged 65 or older, regardless of health status or preexisting conditions, can begin scheduling their appointment to receive COVID-19 vaccine. DHEC’s online tool at scdhec.gov/vaxlocator shows locations currently accepting appointments for COVID-19 vaccine and provides contact information for scheduling appointments at those locations.

Get Help Scheduling a COVID-19 Vaccine Shot
Area hospitals and pharmacies continue to work on providing vaccines for COVID-19. A part of getting vaccinated is properly scheduling yourself for an appointment. Members of the Hilton Head Computer Club and Hilton Head Regional Healthcare are hosting two events to help local residents who are 70 and older and do not have an email address or a device to connect to the internet in order to register for a COVID-19 vaccine shot. The events will be held from 1 p.m. to 4 p.m. on Friday, February 5 and Tuesday, February 9, at the Hilton Head Island Senior Center, 70 Shelter Cove Lane. Please call 843-842-4475 weekdays between 10 a.m. and 1 p.m. to reserve your visit for assistance.

The Hilton Head Regional Healthcare COVID Vaccine Information Call Center (843-689-7282) is open from 6 a.m. to 6 p.m. every day to address your questions regarding registration, appointments, and scheduling. DHEC Launches New COVID-19 Vaccine Information Line
In response to overwhelming call volume to its Care Line, the South Carolina Department of Health and Environmental Control (DHEC) has added a new phone information line to answer questions about COVID-19 vaccines and to help support people searching for vaccine provider information. The new vaccine information line is available from 7 a.m. to 7 p.m., seven days a week. People who have questions about the COVID-19 vaccines or who need help finding vaccine providers and their contact information are asked to call the DHEC COVID-19 Vaccine Information Line at 1-866-365-8110.
COVID-19 Testing
There has been a lot of focus on getting a COVID Vaccine. But, we want to remind you about getting tested for the virus if you suspect you may have been exposed to it. COVID-19 Drive-thru Testing is offered 8 a.m. to noon at Hilton Head Hospital (25 Hospital Center Blvd. on Hilton Head Island) and Coastal Carolina Hospital (1000 Medical Center Drive in Hardeeville). The test is free. No appointment or doctor referral is needed.

Gov. Henry McMaster Lifts Restaurant Occupancy Limits Statewide
Gov. Henry McMaster late last Friday issued Executive Order 2020-63, which lifts all occupancy limitations in restaurants throughout South Carolina, effective immediately. Previously, South Carolina’s restaurants were operating at 50% capacity. Now, they will be able to operate at 100% capacity.
Other restaurant safety guidelines – including the required use of face coverings for patrons and staff – remain in place for the time being. Additionally, the governor’s “last call order,” which doesn’t allow the sale or consumption of alcohol in restaurants after 11:00 PM, will remain in place until further notice. Other safety measures that are strongly encouraged, but are no longer required include the following:
- Restaurants should space indoor and outdoor tables 6 feet apart, to the extent possible.
- Restaurants should limit seating each table to no more than 8 customers and patrons, exclusive of family units or members of the same household.
- Restaurants should adopt and enforce a process to ensure that customers and patrons are able to maintain a minimum of 6 feet of separation from other parties while waiting to be seated.
- Restaurants should minimize, modify, or discontinue services that allow customers and patrons to fill or refill their own beverage cups.

Town of Hilton Head Island Suspends Special Event Permits Through November 1st
The Town has currently suspended processing special event permits for events of 500 or more persons and all events on Town-owned properties until November 1, 2020.
Under Governor McMaster’s executive order (www.masc.sc/Pages/COVID-19-Executive-Orders.aspx), events on private property are limited to 50% of the location’s occupancy or 250 persons, whichever is less. However, if you wish to have an event over 250 persons on private property, you are required to request approval from the South Carolina Department of Commerce at www.sccommerce.com/approval-now-required-250-person-events.
Here are the steps you will need to take for that approval:
- Follow State guidelines, submit site plans and any other details to the Department of Commerce for approval.
- Ensure that all food, electrical hook ups, tents and stages are inspected by the Town of Hilton Head Island. For current information, please refer to the Town’s special events webpage at https://hiltonheadislandsc.gov/departments/legal/specialevents.cfm

Free COVID-19 Drive-Thru Testing Available at Hilton Head Hospital
As of September 1, Free COVID-19 drive-thru testing is available at Hilton Head Hospital from 8 a.m. to noon, Monday thru Friday. No appointment or physician order is necessary.
RESULTS: Typically, results will be available within 72 hours. If the individual has a physician’s order, results will be communicated to the physician’s office and directly to the individual. If the individual does not have a physician’s order, results will be e-mailed directly to them.
DIRECTIONS: At Hilton Head Hospital, individuals must drive past the main entrance and follow proper COVID-19 testing signage to the Visitor’s Parking area.

Hilton Head Island Town Council Extends Ordinance on Face Coverings
The Town Council on Tuesday voted to extend the Town’s Ordinance on face coverings. This supersedes the original ordinance that was passed in June. The new Ordinance will be effect for 60 days, with an expiration date of October 17 or the end of the State of Emergency. Hilton Head Island is one of 60 municipalities across the state with a mask ordinance. An analysis by the SC Department of Health Environmental shows that in local mask ordinances is helping to slow the spread of the coronavirus.
We encourage you to continue taking steps to help stop the spread of COVID-19:
- Wearing a mask in public.
- Practicing social distancing.
- Getting tested.
- Avoiding group gatherings.
- Regularly washing your hands.
- Staying home if sick.

Gov. Henry McMaster Takes Additional Action to Slow Virus Spread
COLUMBIA, S.C. – Gov. Henry McMaster today announced that all previously recommended guidelines for restaurants and other establishments that attract groups of people are now mandatory. The governor’s Executive Order establishing these new measures will go into effect Monday, August 3.
These guidelines for restaurants, first established by AccelerateSC, have been strongly recommended until now. They are now mandatory and include the following:
- Operating dine-in services at no more than 50% of the certificate of occupancy issued by the fire marshal.
- Employees and patrons shall be required to wear masks or face coverings.
- Tables are to be spaced to keep diners at least six feet apart.
- No more than 8 customers per table unless from the same family.
- Standing or congregating in bar area of restaurant is prohibited.
- Establishments that possess a state permit to sell alcohol shall be subject to these restrictions.
Other types of businesses, facilities, venues, events or mass gatherings which are permitted to open but are required to implement AccelerateSC guidelines include the following: festivals, parades, concerts, theaters, stadiums, arenas, coliseums, auditoriums, grandstands, amphitheaters, gymnasiums, concert halls, dance, halls, performing arts centers, parks, racetracks, or similarly operated entities. These guidelines include, but are not limited to, the following:
- Attendance may not exceed 50% of the certificate of occupancy issued by the fire marshal – or 250 persons – whichever is less.
- Require the wearing of masks or face coverings as a condition of admission or participation
- Enact social distancing, cleaning and hygiene practices as recommended by AccelerateSC
- End the sale of alcohol at 11:00 PM
Businesses, event organizers, and others responsible for events that may exceed the occupancy rules may receive clarification allowing the event to proceed if they can satisfactorily demonstrate an ability to comply with federal and state COVID-19 procedures and protocols to the Department of Commerce. To help reduce the transmission of COVID-19 between young adults in South Carolina, Governor Henry McMaster today announced that the sale of alcoholic beverages in all bars and restaurants throughout the state will be prohibited after 11 p.m. each night.
The governor’s order will go into effect tomorrow, Saturday, July 11 at 11 p.m. The governor’s order does not apply to alcohol sold at convenience or grocery stores, wine and liquor stores, or retail business. The governor’s order applies to any holder of the following licenses: On-Premises Beer and Wine Permit, Winery Permit, Brewpub Beer/Wine Permit, Brewery Permit, Business Liquor by the Drink License, Non-Profit Private Club Liquor by the Drink License, Special Event Permit, or Special Non-Profit Event Permit.

The Sea Pines CSA Administration Building, located at 175 Greenwood Drive in Sea Pines has been closed to the public since March 18, 2020, due to the coronavirus pandemic. Staff have been working diligently to prepare the office reopening on June 29, by appointment only, under the safest possible conditions and we have implemented enhanced safety protocols as follows:
- The Sea Pines CSA Administration Building is open by appointment only. Anyone visiting the Sea Pines CSA Administration building is required to wear a mask while in the building.
- Sea Pines CSA: Please call ahead at 843.671.1343 to schedule your visit. Our office is open Monday-Friday from 7:30a- 4:30p.
- Sea Pines ARB: Please call ahead at 843.671.5533 to schedule your visit with the ARB. Office hours: Monday-Friday from 8a- 4p.
- Upon arriving in the parking lot for your scheduled meeting, you should call the front desk at 843.671.1343 to notify us that you have arrived.
- If your appointment requires you to enter the building: The designated Sea Pines CSA staff member will meet you at the main entrance door and escort you to the meeting location. Following the meeting, you will be escorted back to the main entrance door to exit the building. No member of the public will be allowed to roam the building unattended.
- If your appointment does not require you to enter the building: You will be asked to wait outside until the staff member can process your request/s.

Tower Beach Pavilion Reopens for Casual Use
Tower Beach is for the exclusive use of Sea Pines residential property owners and their accompanied guests. An attendant will be in place at Tower Beach daily from 7 AM-6 PM, until further notice to ensure only authorized users are parking in this private facility.
The Tower Beach Pavilion located at the Tower Beach Club Facility at 99 South Sea Pines Drive has reopened for casual use compliant with relevant COVID-19 guidelines and requirements. To encourage social distancing, the number of tables under the pavilion has been reduced and until further notice, pavilion reservations remain cancelled.

CSA Beach Shuttle Service to Resume on June 8th with Additional Safety Precautions
Safety remains our top priority as we provide the Beach Shuttle service to the community during the COVID-19 pandemic. As such, we have implemented enhanced safety protocols in light of COVID-19 while providing this service.
The beach shuttle service will be provided from Lot 8 (located off of Greenwood Drive between Fraser Circle and Willow Oak Road West) and will run to the Sea Pines Beach Club from June 8 – September 7 (Labor Day)*, 9 AM- 5 PM, seven days a week, weather permitting. If you feel sick, have a fever, cough or other symptoms, please stay home and do not ride the trolley. Wash your hands frequently and avoid touching your face. - Personal Protection Equipment is required: All passengers and trolley drivers will be required to wear cloth masks or face coverings when aboard the trolleys. Refusal to wear a mask or face covering or acting in an unsafe manner will result in denial of entry or expulsion from this service.
- General Trolley and Sanitation Information: Trolleys will operate at 50% capacity. Staff will continuously monitor capacity levels on all trolleys to determine if additional reduction in seating capacity is needed. Trolleys will be cleaned with disinfectant sprays and all hard surfaces and high-touch areas will be cleaned at the end of service on a daily basis. The trolley driver reserves the right to deny service.

Due to COVID19, the Sea Pines Trolley and the CSA Beach Shuttle operations are suspended until further notice. CSA continues to review operational plans to determine the safest way to provide this service and we will keep the community up to date as to when this service may resume.

In our continuing effort to protect the Sea Pines Community, the CSA admin office and Community Center remains closed to the public. To comply with SCDHEC and CDC Employer guidelines, the majority of CSA business will continue to be conducted via telework. When necessary, we are setting in-person meetings by appointment only and have expanded our online service requests to include vehicle decal and ID cards. We have also implemented flexible meeting options to include live streaming via video conference.

Hilton Head Island Town Council Passes Ordinance Impacting Short-Term Rentals During COVID-19 Crisis
Hilton Head Island, S.C. – In furtherance of the Executive Orders issued by S.C. Governor Henry McMaster, the Hilton Head Island Town Council today passed an emergency ordinance that impacts short term rentals in response to the COVID-19 crisis.
Pursuant to the Ordinance, the following restrictions are hereby in effect:
- As of 12:01 a.m. on April 8, 2020, owners of short-term rental accommodations and their property managers, if any, are directed to cease and desist any rental that commences after this date and time and must refrain from such activity for the duration of this emergency ordinance.
- As of 12:01 a.m. on April 8, 2020, no person shall check in or begin their occupancy of any rental commencing after this date and time and must refrain from such activity for the duration of this emergency ordinance.
- Any person already occupying a rental unit prior to 12:01 a.m. on April 8, 2020, is exempted from this emergency ordinance.
The restrictions outlined above go into effect at 12:01 a.m., April 8, 2020 and will be in effect for 61 days or until the State of Emergency has been rescinded, whichever comes first.

- South Carolina Governor Henry McMaster orders and directs that an individual who enters the State of South Carolina from an area with substantial community spread, to include the Tri-State Area (consisting of the States of New York, New Jersey, and Connecticut) and the City of New Orleans, Louisiana, shall isolate or self-quarantine for a period of fourteen (14) days from the time of entry into the State of South Carolina or the duration of the individual’s presence in South Carolina, whichever period is shorter. - Effective March 25, 2020 and until further notice, CSA has closed the Pavilion located at Tower Beach due to the CDC and DHEC recommendation on the reduction of crowd gatherings to no more than 3 persons due to COVID-19.
- The boardwalks at Tower Beach remain open to allow beach access to authorized users. The restrooms at Tower Beach remain open and these facilities are receiving additional cleaning and sanitation.
- Tower Beach is for the exclusive use of Sea Pines residential property owners and their accompanied guests and an attendant will be in place at Tower Beach daily from 7 AM-6 PM, until further notice to ensure only authorized users are parking in this private facility.

- The March 26th ASPPPO Board Meeting and the March 31st CSA Board Meeting are postponed to a date to be determined in the future.
- As of noon on Tuesday, March 17, the CSA Community Center located at 71 Lighthouse Road Suite #120 will be closed until future notice. If organizers nevertheless choose to hold meetings as scheduled at alternative locations, we strongly encourage that they follow CDC directives and provide enough space for all participants to engage in “social distancing.”
- The CSA Offices are currently open to the public. However, in order to protect our Staff from potential exposure to the virus, we strongly encourage the public to limit visits to the CSA Offices to essential matters only. If you are not feeling well, we ask that you avoid coming into the office to protect yourself, the Staff and others. To the maximum extent possible, please engage in business with CSA by telephone or email. The CSA Conference Rooms located at 175 Greenwood Drive will also be closed to public meetings.

Community Services Associates, Inc (CSA) is closely monitoring the Coronavirus Disease 2019 (COVID-19) and following the latest guidance from South Carolina DHEC and the Centers for Disease Control and Prevention (CDC).
Currently, there are no changes to services provided by CSA due to COVID-19, however, CSA is implementing the following safety precautions due to the COVID-19. CSA has increased housekeeping and sanitation efforts at CSA offices, CSA is conducting employee training on preventing the spread of viruses and are asking employees who are sick to stay home and seek medical treatment.
Additionally, the CDC and SCDHEC recommend the following safety precautions which CSA is asking Sea Pines property owners, guests, visitors, and staff to implement:
– Stay home when you are sick, except to get medical care. If you’re concerned about your health or are showing symptoms such as fever, cough or shortness of breath, please contact your healthcare provider.
-Cover your coughs and sneezes with a tissue or sleeve, then throw the tissue in the trash.
-Wash your hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing.
-Avoid touching your eyes, nose, and mouth with unwashed hands.
-Clean frequently touched surfaces and objects daily.
-Minimize close contact (e.g., recommending no handshaking or hugging)
